The strike enforced in Gulmi district against the government-sponsored Constitution Amendment Bill designed to remove Hill districts from Province 5 is taking a toll on local populations.
As the strike entered its 17th day on Friday morning, police tried to lift the lock at Gulmi district administration office in Tamghas, which caused clashes with the strike enforcers.

Prime Minister Pushpa Kamal Dahal ‘Prachanda’ said on Friday his government has no plan to put the Constitution Amendment Bill on hold.
After the latest meeting between three major political parties, Madheshi Morcha had felt that the government was preparing for elections by putting the Charter amendment on hold.
Rajendra Mahato, president of Sadbhavana Party, a Morcha constitutent, recently expressed concern about the matter over the phone with PM Prachanda.
“I inquired with (PM Prachanda) whether the government was trying to move ahead by putting the Charter amendment proposal on hold,” Mahato said, adding: He said it was untrue.
According to Mahato, Prachanda has expressed desire to move ahead by including the amendment as the Parliament’s business.
Morcha has sought certain changes in the amendment proposal. And PM Prachanda is positive about this. Mahato said they have reached an understanding to hold a meeting on the issue.
Mahato said they have not rejected the Bill outright. We have only said that the Bill is not complete, that we need to improvise it, he said, adding: We should move ahead by safeguarding the achievements.
The Sadbhavana leader said the Bill can be amended through a parliamentary process, adding that a supplementary amendment process can also be initiated.
But the CPN-UML and other opposition parties have been obstructing the Parliament, with the strategy of not letting the government table the amendment proposal. The next Parliament meeting is scheduled for December 19.
Mahato said of the continued obstruction of the House session: CPN-UML should not be this irresponsible. Obstructing the House continuously and denying people their rights is a conspiracy to make the Constitution unsuccessful.
The CPN-UML dislikes federalism. That’s why it is embarking on a path to make the Constitution unsuccessful and reverse the gains like the republican order.
